Starting 1 July 2024, projects or institutions receiving at least 50% of their funding from the Federal Government Commissioner for Culture and the Media (BKM) must comply with new minimum fee requirements for artists. This initiative, announced by Minister of State for Culture Claudia Roth in September 2023, aims to ensure fair remuneration for artists.

Mandatory fee floors are currently under discussion in various federal states and have already been implemented in some areas. The German Cultural Council has published a comprehensive dossier on its website, offering basic information, definitions, and recommendations for fee floors from various organizations, which is regularly updated.

Olaf Zimmermann, Managing Director of the German Cultural Council, emphasized the importance of this move, stating that the Council has been advocating for adequate remuneration for self-employed artists since 2015. He urged federal states and local authorities to adopt similar measures to ensure fair pay for creative professionals.
